I'm trying to think of a situation where his/New Vegas' interests and those of the surrounding environs would necessarily clash and kind of drawing a blank (beyond maybe Primm being seen as competition for the gambling market). House is outright benevolent (because he's not) but I don't think he's MALevolent either.
Rather one of those tin cans deal with the occasional Deathclaw or Cazador or raider than a townsperson.
